Komor Releases Adult-in-the-Room AI Plan for Colorado: Train the Kids, License the Users, Ration the Power
DENVER — Independent write-in candidate for Governor Christian Komor today released a comprehensive framework for how Colorado should teach, license, and regulate artificial intelligence in schools and in the economy. The plan pairs a K‑12 AI curriculum aligned to UNESCO's 2024 competency frameworks with a tiered, SCUBA-style certification system for AI users and a need-based rationing system for AI compute, water, and carbon.
"We are not going to make the social-media mistake twice," Komor said. "Last time, we handed powerful technology to children and adults without any training, without any licensing, and without any accounting for its real-world costs. Then we spent a decade cleaning up the mental-health and civic damage. This time, Colorado can lead the way with a grown-up plan before the harm scales."
What the plan does
The framework, A K‑12 AI Competency Curriculum Framework — Grade-Banded Modules, UNESCO Alignment, and a Tiered "License-to-Use" Model Linked to AI Deployment Regulation, is organized around three pillars.
1. A K‑12 curriculum that puts psychology before prompts.
Every grade band from kindergarten through 12th grade receives six spiral strands: the Psychology of AI Use, AI Literacy, Data Privacy, Ethical Reasoning, Bias Detection, and AI System Design. The Psychology strand — anti-anthropomorphism, sycophancy detection, automation-bias resistance, parasocial-risk literacy, and a "who decided?" locus-of-control audit — is treated as the load-bearing beam of the whole framework. Every module is cross-walked to UNESCO's 12 student competencies and 15 teacher competencies published in 2024, so Colorado districts can adopt it without re-authoring their standards.
2. A tiered license to operate AI, modeled on SCUBA and driving.
The plan proposes five certification tiers, from Tier 0 (Supervised Learner) through Tier 4 (High-Stakes/Agentic Use). Supervised access remains universal at every age. Unsupervised operation of higher-capability systems must be earned through training and assessment, and it can be revoked for misuse. A proposed Colorado AI Safety Board would classify AI products by capability tier and require deployers to verify that users are certified at or above that tier — with a strict precautionary default that no unsupervised companion or relationship-simulation product may be sold to any user under 18 until independent evidence establishes safety.
3. A need-based rationing system for AI's real-world footprint.
Global data centers consumed roughly 415 terawatt-hours of electricity in 2024 — about 1.5 percent of the world's total — and training a single frontier language model has been estimated to evaporate hundreds of thousands of liters of freshwater. The Komor plan treats AI compute as a finite public resource, like spectrum, water, or road capacity. Nine priority classes govern how much intensity and time each user gets each day:
Physicians and medical, climate, and public-health researchers get top priority — up to eight hours a day at the highest intensity, with surge capacity during declared emergencies.
Teachers, engineers, public defenders, and journalists on accountability reporting get essential-professional priority.
A third-grade science project gets what it actually needs — about an hour on a small, on-device model, teacher-supervised.
Entertainment and companion apps sit at the bottom and get throttled first when the grid or the water supply is under stress.
Individuals cannot buy their way to a higher priority. Enterprises may purchase additional aggregate capacity, but personal priority is assigned by verified role, not by price. Every certified user receives a guaranteed equity floor.
Why now
"When social media rolled out, we told parents to figure it out on their own, we told teachers to figure it out on their own, and we told regulators there was nothing to see," Komor said. "The bill for that decision is being paid right now in every middle-school counselor's office in Colorado. Artificial intelligence is a bigger technology arriving faster. If we do not put a licensed operator in front of it and a public-interest accountant behind it, we will be having this same press conference about a bigger problem in five years."
Grounded in primary evidence
The curriculum is anchored to the UNESCO AI Competency Framework for Students and AI Competency Framework for Teachers released in 2024. Resource-use figures come from the International Energy Agency's 2025 Energy and AI report, the Brookings Institution, and peer-reviewed and preprint research on the energy, water, and carbon cost of large-model training and inference.
