The Democratic Primary: Billionaire Super PACs vs. Record-Breaking Cash Loops

The race to succeed term-limited Governor Jared Polis on the Democratic side has devolved into a multi-million dollar spending war. While individual donations directly to a candidate’s committee are legally capped at $1,450, the post-Citizens United landscape allows outside independent expenditure committees (Super PACs) to sweep up unlimited corporate and billionaire fortunes.
 

U.S. Senator Michael Bennet
  • The Campaign Committee: Bennet's direct campaign account reported $4.4 million in total contributions.
     

  • The Billionaire Out-of-State Anchor: His state-level Super PAC, "Rocky Mountain Way," has left the rest of the field in the dust, reporting over $6 million in total revenues.
     

  • The Mega-Donors: More than half of that Super PAC's entire war chest comes from a single out-of-state corporate mogul. Former New York City Mayor Michael Bloomberg cut massive checks boosting his personal contributions to Bennet's Super PAC to an historic $2.5 million.
     

  • The Dark Money Factor: "Rocky Mountain Way" also accepted $500,000 from a non-profit called "Brighter Future for Colorado." Because of legal loopholes, this organization is a "dark money" group that is not required to disclose the true identities of its underlying donors.
     

Attorney General Phil Weiser
 
  • The Campaign Committee: Weiser has run a highly coordinated fundraising operation, bringing in just under $5.9 million directly to his campaign account. This eclipses former Governor John Hickenlooper’s 2014 record to become the most money ever raised by a non-self-funding candidate for state office in Colorado history.
     

  • The In-State Defense: The Weiser campaign boasts over 35,500 total donations, with 90% to 93% of his contributions coming directly from Colorado residents.
     

  • The PAC Footprint: While Weiser aggressively critiques Bennet’s billionaire backing, Weiser maintains his own outside independent expenditure committee, "Fighting for Colorado," which has brought in just over $1 million from various corporate, real estate, and private equity investors.
     

The Republican Primary: National MAGA Networks vs. Underfunded Lawmakers
 

On the Republican side, the fundraising landscape reflects a deep divide between traditional legislative figures and high-profile non-traditional outsiders.
 

Victor Marx (Ministry Leader & Outsider)
 
  • The War Chest: A first-time candidate and Colorado Springs-based missionary leader, Marx has completely dominated the GOP money race, pulling in nearly $2.3 million in total contributions.
     

  • The Operational Loop: Marx has burned through his cash rapidly on media buyouts, leaving roughly $530,000 on hand. His Super PAC, "Freedom IEC," reports minimal direct cash but relies heavily on "in-kind" structural corporate support—including a single $62,400 injection of political expertise and research from veteran consultants.
     

The Legislative Underdogs
 

The actual sitting state lawmakers in the Republican field are being systematically starved of capital by comparison:
 

  • State Senator Barb Kirkmeyer has raised a total of just over $500,000 since launching her campaign, heading into the final leg of the primary with a thin $93,000 cash on hand.
     

  • State Representative Scott Bottoms, despite winning top-line billing at the state GOP assembly, has raised a total of nearly $180,000 and entered the critical pre-primary phase virtually broke, with just $8,000 remaining in the bank.
